| Concept opportunity and constraints map | A map created for use at the start of the initial stakeholder engagement to set out in map form, the applicant’s plans for the site.
A concept map shows the main factors that will impact on the design of the woodland and highlight the issues that may impact upon what is/not possible on the site.
These can be constraints (factors which reduce the freedom of action) and opportunities (factors which allow greater flexibility). In the map, an overview of woodland type and areas proposed as open ground would be useful.
Appendix 1 provides guidance on maps for a woodland creation proposal. |
| Issues log | The Issues Log should be used to summarise all issues, comments and actions arising through stakeholder engagement and due diligence to agree appropriate measures to address each issue or sensitivity.
Issues recorded in this log should focus on site-specific considerations, rather than on Government policy, technical standards or guidance.
The Issues Log should be used for all woodland creation proposals (grant-aided and non-grant aided). |
| Proposal summary | A document developed at Step 1.1 of the process, which sets out basic information about the proposal and the applicant’s management objectives for the site.
It should also include an assessment of the impact a woodland creation proposal may have on the local community and interests and identify steps to be taken to address such impacts.
For use in initial engagement with stakeholders. |
| Small Woodland Creation Operational Plan | This is an operational plan template for small (under 5 hectare) woodland creation proposals seeking grant support.
This simple plan gathers key details such as site maps, planting methods and environmental checks. |
| Stakeholder engagement record | Lists the stakeholders engaged during the woodland creation proposal, helping the applicant to demonstrate good practice in respective of the principles of stakeholder engagement.
The stakeholder engagement record must be used for grant-aided proposals and its use is encouraged for non-grant aided proposals.
Scottish Forestry have provided a template. This record forms part of the package of information submitted to Scottish Forestry alongside the proposal. |
| Summary report | A report issued by the applicant to stakeholders 6 weeks after the end of the initial stakeholder engagement period.
Where the final proposal isn’t ready to be submitted by the end of the 6 week feedback period or where the due diligence process takes an extended period of time then the applicant should issue interim summaries to stakeholders to keep them up to date with progress. |
| Woodland creation operational plan | This is an updated version of the FGS operational plan also designed to capture the information required for a screening opinion request.
The plan provides all the detail of the proposal to Scottish Forestry and stakeholders. This plan should be used where grant support is sought and the proposal requires screening.
It is also used where grant support is sought but the proposal does not require screening. In that instance, the EIA sections can be left blank. |
